DELRAY BEACH — When considering what might have gone through Jerrod Miller's mind the night he was shot, criminal law Professor David Harris describes a rite of passage he calls "the talk," common across the economic spectrum in black families when a teenager begins to drive.
It is a talk that tells the long story of tensions between predominantly white police forces and minority communities they patrol, said Harris, of the University of Toledo Law School, who has written extensively about police and minority community relations.
